Generally, no. If your Service Area Business has been suspended, you should not create a new Google Business Profile for the same business just to bypass the suspension. Google says a service-area business can have one profile for the area it serves, and duplicate profiles can violate its guidelines. 

The better approach is to identify why the original profile was suspended, fix the underlying issue, and submit an appeal with supporting documentation. Google specifically says not to create a new profile while an appeal is under review. (Google Help)

If the business genuinely has a separate eligible location with separate staff and service operations, a second profile may be allowed. But simply changing the address, service area, or Google account and creating another profile for the same operation is not a safe workaround.
