To create a carousel ad in Meta Ads Manager:
1. Go to Ads Manager and click + Create.
2. Select an objective that supports carousel ads.
3. Enter your Campaign details, set Budget, Audience, and Placements, then click Next.
4. Under Ad Setup, choose Carousel and upload images/videos.
5. Add headlines, descriptions, and URLs for each card.
6. Set carousel optimizations if applicable.
7. Click Publish to launch your Meta Ads carousel ad.
