When Messenger is enabled, I sometimes see a message saying “Not everyone can message this account.” I'm guessing is when someone clicked the ad but didn’t actually send a message?

This happens because Meta considers a user as a “contact” only after they send the first message—just clicking the ad and landing in Messenger doesn’t count. Until they actually send something (like “Hi” or tap a quick reply), they aren't fully connected to your Page, and Messenger will show that message as a privacy measure.

Add a quick reply button or automated greeting to encourage users to engage right away.
