Whenever I change budget, campaigns run in learning phase again. If I want to try to increase the budget, but still keeping actual performances, what would you suggest?

Creating new and keep running ones? Or creating a brand new one with the new total budget?

Duplicate your existing campaign (or ad set) and apply the new budget to the duplicate.

Option 3: Create a Fresh Campaign (If Original Is Tired)
If your campaign has been running a while and performance is plateauing, a new campaign with optimized settings and updated creative might outperform the original.
