This confused me at first.

Here’s how I now understand it:

  • “Enabling Dishonest Behavior” means Google thinks my product or service could help someone commit fraud (like fake documents or cheating tools).

  • “Misrepresentation” means Google believes I am making false or misleading claims about my own business.

The fixes overlap — but with “Enabling Dishonest Behavior,” I usually need stronger proof of legitimacy on my landing page, such as:

  • Business registration

  • Physical address

  • Licensing documentation (if relevant)

It’s about showing I’m a real, transparent business.
