Google reviews the lead based on its lead-quality rules before deciding whether it qualifies for a credit. A lead simply being difficult to close does not necessarily make it invalid.
If you notice a lead that looks invalid but was still charged, review it in your LSA account and dispute it if eligible. Keep an eye on your lead history as well, since repeated invalid leads can point to a targeting or lead-quality issue that needs attention.
